Restrict CreateWorker and CreateWorkerVersion to tasks within Repository processes

CreateWorker and CreateWorkerVersion should only be available to Git imports, aka ProcessMode.Repository processes. The endpoints are already restricted to Ponos task authentication, so this is a matter of adding an extra check on the task's process.
