Rename CreateElementsWorkflow to CreateProcess

Step 2 of https://redmine.teklia.com/issues/3653: Since CreateElementsWorkflow will now be used to create both Workers and Dataset processes, and we stopped calling those processes Elements workflows a very long time ago when we switched to workers (#657 (closed), !958 (merged)), we can rename this endpoint CreateProcess.
