Support initial compatible workers in CreateModel

When publishing new models on an Arkindex instance, it would be useful to also publish initial compatible workers (a script could fetch their IDs before on the instance).

The CreateModel enpdoint should be updated to support a list of Workers UUID under the name compatible_workers
