Extend WorkerVersion.docker_image_iid to 512 chars

We now are using this field to store full docker references instead of only sha256:xxx hashes.

Please also update the comment to mention we can store both styles of references now.

I'll ship it as a hotfix, to allow MLProd to continue uploads
