Init element worker is saved in a template

When a template is created on a random worker process, the init elements task is also saved in the process.

This is perfectly logical, but makes no sense for the end-user, especially when he applies the template and there are Start task + Init element tasks (double init !)

Please exclude the worker version from docker.init_elements_version from any template being created
