Remove DataImport.payload usage for IIIF & Files Import

According to https://wiki.vpn/en/arkindex/dev-doc/dataimport-payload we can move the folder_id, folder_type and element_type into the CLI args, without ever persisting them on the DataImport model. They can go straight to the Workflow.recipe

This needs a MR on the backend, and another on tasks.
