Add a setting to specify default ponos farm

A new setting PONOS_DEFAULT_FARM should be available to allow an instance admin to set which farm will be used to run workflows when no farm is specified by a user (for file imports, transkribus, git imports, ...)

If this settings is None (by default), simply pick the first farm.

If no farm exists, create one with name Default farm
