Add management script to bootstrap environment for developers

This script should only run in DEBUG mode, and add a few things in database / file system:

• a Ponos farm with specific ID & seed (needed for archi ponos.yml)
• a Ponos private key for the server
• an internal API user with a specific token
• an image server for local cantaloupe https://ark.localhost/iiif/2
