No permalink in doc

We do not have any permalink in the documentation (see https://cli.arkindex.org/login/ for instance) and it would be really nice to have them. It might just be one line in the MKdocs configuration. See https://mkdocs.readthedocs.io/en/stable/user-guide/writing-your-docs/#linking-to-pages
