The worker publication command should parse the `.arkindex.yml` in the gitlab repo

Just like the model publication command (arkindex models publish), we should parse the .arkindex.yml file in the command to get each worker's:

  • slug
  • model_usage
  • gpu_usage
  • configuration (configuration + user_configuration)
