Support worker name and description in arkindex workers publish

Follow-up of backend#1726 (closed): the arkindex workers publish should now send a required worker_name and an optional worker_description to CreateDockerWorkerVersion.

It is safe to implement or use this at any time with previous Arkindex releases since those fields will be ignored by them.
