Use CreateWorker, PartialUpdateWorker and CreateWorkerVersion in arkindex workers publish

We are about to remove repositories, revisions and GitRefs. Without those, the CreateDockerWorkerVersion endpoint can be replaced with CreateWorker, PartialUpdateWorker and CreateWorkerVersion. Please update the arkindex workers publish command so that it uses those endpoints.
