Document the IIIF user agent setting

The YAML config reference should include the new iiif_user_agent setting introduced by backend#1792 (closed), and the 1.6.2 upgrade notes should mention this new setting. You can keep the mention in the upgrade notes pretty short, just linking to the section on that new setting in the config reference.
