Document the ingest feature flag

A new features.ingest section should be added to the backend configuration docs to document the new feature flag introduced in backend#1817 (closed).

The system checks wiki page (someday an actual doc page) should also be updated to mention that the ingest-related warnings and errors are hidden when the ingest flag is disabled.
