Processes without workflows have disabled links without explanation

1. Use the Django admin to delete the Ponos workflow of a PDF, Images, Git, IIIF, Transkribus or S3 process.
2. Open the process list.
3. Set the configured filter to Not configured, and update any filters as needed to find your process.
4. The process' ID is not clickable, and the ❓ icon is disabled, but it does not have any title or popup.
