The FolderPicker modal is completely empty when there are no folders

Found while helping @vrigal with #1255 (closed):

1. Create a corpus.
2. Create one, and only one, folder.
3. View that folder.
4. Under Actions, use either Move the current element or Link to another parent.
5. Open the folder picker.
6. 
7. Cry.
