Split ML Classes management away from regular (element) classification store?

Allowed Metadata and Metadata are separate, maybe we should to the same thing for classifications? As corpus entities and element entities are already separate, ones in the corpora store (not for much longer, probably?) and the others in their own store. And there already are separate API files (mlclass.ts and classification.ts).
