Move entity types management out of the corpora store

corpusEntityTypes is still in the corpora store, and it's not mentioned in The Plan https://redmine.teklia.com/issues/2431#note-7 but it would make more sense to move it out, as otherwise they'll be the only extraneous thing left in that store, as we have removed ML classes and allowed metadata etc
