Cannot view the process configuration or activities when it is unscheduled

1. Nuke all the Ponos agents, or run enough processes simultaneously that all Ponos agents are overwhelmed.
2. Run a new process, or retry a finished one.
3. The Actions menu on the status page disappears, removing the ability to view the process' configuration or the worker activities, until the process starts.

The Actions menu should still be available, at least to provide the links to read-only views like the configuration and activities, at all times.
