The Move tool in the InteractiveImage is disabled but can be selected when no element is selected

1. Open a page with any child element with a polygon, like a text line.
2. Enter the annotation mode.
3. The Move tool is selected, even though it is disabled. A tooltip reads "This element has no polygon", even though no element is selected.
4. Clicking on the child element selects it, and now the Move button is enabled.
5. Select the Polygon tool.
6. The Move tool is disabled again!
7. Start drawing a polygon, but do not finish it.
8. The Move tool is enabled!
9. Cry.

The Move tool is actually both a select and move tool. It should always be enabled: you should be able to at least enter the mode that allows you to select. Note that in all circumstances, you already can select the Move tool. It just pretends that can't, but you can click it.
