Allow reopening datasets

A new Reopen button should be shown on the dataset details page for datasets in a complete or error state. This button is only enabled for project contributors. Clicking this button shows a modal to warn about previously built artifacts being removed from the dataset, and confirming this modal calls PartialUpdateDataset to set the state to open.
