The document export modal can be opened without admin access

1. Open a public project without being logged in
2. Under Import / Export, click on any of the disabled Export as … buttons
3. The modal opens and some API errors occur

If you are logged in and the feature worker version is properly fetched, then you can select an export, configure the worker, etc. but the Export button in the modal can never be clicked.
