Clicking the disabled element link and move actions should not open a modal

Found while testing !1832 (merged). The Elements → Move the current element and Elements → Link to another parent actions are disabled for guest users, but it is still possible to click them to select a parent folder. The Move or Link element buttons in the modal however do not work.
