Link to allowed metadata tab from the metadata modal

When there are no allowed metadata available on a project, the metadata modal should link to the project details page. The project details page should be updated to use URL hashes to select tabs, so that we can link to /corpus/:corpusId#allowedmetadata to select that tab immediately.
