Support IIIF 3

The ImageServer TypeScript interface should be updated to have a version attribute that can only take the values 2 or 3.

The src/views/ImageElements.vue view should include a new IIIF version field on the image to show which IIIF API version is used for this image. This will likely help with troubleshooting later.

The iiifUri helper function should use max instead of full when the server's version is 3. Unit tests should be updated to show that it generates valid URLs for both IIIF versions.
