Add a large placeholder when there are no configured workers on a process

When configuring a process, this very empty page appears. This makes it sound like the page has not loaded completely, and the Select workers button is hard to see. This button can be made more visible by adding a large placeholder that spans the entire width of the page; clicking the placeholder opens the worker selection modal immediately.
