Apply default filters on top-level navigation

After backend#831 (closed), the frontend will need to handle the previously-implicit top-level filters: When a top level type is set, have the initial filters (shown when the project is initially opened) be top_level=true and type=top_level_type if there is a top level type, or top_level=true and folder=true.
