Build the development docker image in CI

To make the dev setup easier and make a frontend setup optional, we would need a frontend Docker build on registry.gitlab.com/arkindex/frontend:latest. The Dockerfile is already there, the tag will just need to be updated in the Makefile and in the dev architecture.
