Dragging the image with a selected element causes the selected element to be moved

1. Open a page with child polygons.
2. Enable the annotation mode.
3. Select any existing element with the Move tool.
4. Click on the image, outside of any child element, and drag around.

The image should be moved, and not the selected element, since we are dragging the image and not the element.
