New version of `.arkindex.yml`

We will now work on worker publication through CreateDockerWorkerVersion. Some fields from .arkindex.yml will become obsolete. There is at least:

• type at the root level
• docker.build in each worker's section

These are breaking changes so we need to bump the version of this file. Refs https://redmine.teklia.com/issues/4643
