Generate a list of folders as an artifact

To allow the thumbnail generator to run again after file imports, this worker should create a folders.json artifact that contains a list of RetrieveElement outputs for every element with a folder type that got created or had a new child element created in; any folder whose thumbnail could be changed after this import ran. The unused elements.json artifact can be deleted.
