Replace open source model retrieval with Hugging face

We should not support gitlab retrieval for our open source models, but instead use the Teklia repo on HugingFace.

Basically we need to add this snippet (and huggingface_hub dep), to allow any library users to use Hugging face models.

We'll open up the repo next weel
