Setup Vue.js stack for website & webextension

Using https://github.com/Kocal/vue-web-extension setup the project so that it can:

  • render an HTML page with a vue component that says "Hello world"
  • build a webextension for chrome & firefox that says "Hello world" in the settings of the extension
