Add the nerval metric

Integrate the nerval metrics (https://gitlab.teklia.com/ner/nerval) to this package

We need a new command `atr-ner-eval nerval which supersedes the nerval evaluate function.

We should mimic most of the code from the other command, cer . However, we can rely on nerval's printing utils to display the markdown table.
