Port line merge algorithm from paragraph creator

The algorithm from https://gitlab.com/teklia/workers/paragraph_creator/-/merge_requests/32 must be ported over here (instead of shipping directly in the paragraph creator).

In the end it will be used by ocelus mocr & paragraph creator.

Please create a dedicated module for that (like document_processing.line_merge
