Move PAGE XML parser from the Transkribus client

We plan on dropping the transkribus-client Python package, as we are not using nor maintaining its API client. We still do use the PAGE XML parser, so transkribus.pagexml and its dependency transkribus.xml should be moved to teklia_toolbox.
