Using classification filters in element lists causes metadata filters to be ignored

• There are three elements with a line class.
• There are zero elements with a City metadata.
• Applying both filters returns three elements.

Assigning myself to this issue because this also would cause transcription filters (#1014 (closed)) to override both classification and metadata filters.
