DataFile S3 URLs are not available to IIIF imports

IIIF processes need the S3 URL to download the manifests to import, but #1502 (closed) restricted those URLs to instance admins and Files processes only.

Before #1536 (closed) is fixed, a workaround is to change the process' mode to Files and retry it in a shell.
