ListGroups endpoint

A verified user may look for public groups using a ListGroups endpoint.
This will be required in order to give rights to a group (e.g. Teklia group or devs group).

A similar approach as for ML classes could be interesting if not too hard to implement.
In a first time a user could allow access to groups he is a member of
