Fix UpdateWorkerVersion docs

I tried to look for ways to do better permission checks on this endpoint, but did not do anything in the end because we direly need to rethink the permissions overall, and because the only usage of {Partial,}UpdateWorkerVersion is in arkindex_tasks.build_worker_version which will disappear when we remove Git imports.
