Return a HTTP 400 for too long names using CreateTranscriptionEntities and CreateEntity

I was getting django.db.utils.OperationalError, so I catched both.

Could you do the same error handling in the bulkn't endpoint CreateEntity? Various workers and scripts do use it, so they could also hit the same issue.
