Call CreateProcess instead of CreateElementsWorkflow

Follow-up of backend#1548 (closed): CreateElementsWorkflow is now named CreateProcess. arkindex process recover depends on this endpoint, since it creates a new process from the selected elements with errors found in ml_report.json, so the command needs to be updated.
