Disable actions for non admins

Followup of backend#617 (closed)

• Header actions on repositories to create a process should be restricted to admins
• Process on a corpora the user is not admin cannot be configured
• Retry button should be disabled when user is not admin of the corpus (not possible for repositories). See #561 (closed)
