Clone existing worker configuration to create a new one

I ignored the bit in the issue that says "the user must make a change to the config to be able to create it" because that's a bit of validation that we previously removed in favor of failing when the user clicks create to tell them what config already exists with that same configuration. But I could put it back if necessary.
