Improve elements annotation interface

Deletion feature doesn't work properly. When a polygon is deleted, polygons are reordered.

  • Newly created polygons will have empty values as elements/children is outdated and can't be updated because of the code structure.
  • Pending polygons fields will be reset to empty values
