Update PyPI deployment process

Erwan Rouchet requested to merge pypi into master
  • The MIT license is now actually there
  • Deployment actions are now only available for tags
  • Bumped the minimum Python version to 3.6 (I checked every version manually…)

Once it's merged, I'm bumping to v0.3.0 and throwing it at PyPI
