Do not create a "split.json" file

The extract command creates a "split.json" file, but it never seems to be used. Is this file still useful? Can we remove its creation?

This can be confusing when we run the extract command twice but with different arguments (like --element-type). The command will only store the split of the last command. Maybe we can create this file during the format command to avoid this problem.
