Preparatory work for the Redmine logbook

While working on #27 (closed), I saw some nits that I corrected here (to limit the diffs in !49 (merged)) and I also wanted to apply the review for the other commands. In this MR there are:

  • a new RedmineAPI.paginate function (which will be used in !49 (merged))
  • some nits fixed
  • more fixtures
  • new tests/redmine/issue folder (to have a new tests/redmine/logbook folder in !49 (merged))
  • more docstring
