Update tox

Erwan Rouchet requested to merge fix-tox into master

This makes the tox setup consistent with all the other packages used by Arkindex: everything else just uses the currently installed Python version.

The alternative is to add to the dev setup instructions how to use the deadsnakes PPA to forcefully add Python 3.7, or upgrade everything to (finally) use Python 3.8.
