Quote key names in TOML

Yoann Schneider requested to merge fix-pyproject-keys-template into master

{{ is not allowed in key names, thus crashing in https://gitlab.teklia.com/workers/base-worker/-/jobs/590732

My patch fixes that, using quotes.
